Vessel Fires: Preparedness and Response Survey

The Transportation Safety Board of Canada (TSB) launched a survey focused on vessel fires and response as part of its safety issue investigation (M24A0348).

When fires occur on Canadian vessels, they can pose a potentially disastrous risk not only to the vessels themselves, but also to personnel on board, fire responders at ports and harbours, and fire departments. In the last decade, almost 400 vessel fires were reported to the TSB, 10% of which resulted in a total loss. The associated property damage and loss of human life warrant a deeper and systematic investigation into vessel fires.

Pursuant to the CTAISB Act and as part of a lawful investigation and study on vessel fires and responses (M24A0348), the TSB is seeking participation in the study by asking for responses to a survey on the current state of fire preparedness and response capabilities and equipment on your vessel, at your port or harbour, or at your fire department.

Incendies à bord de navires : préparation et intervention en cas d’urgences

Le Bureau de la sécurité des transports du Canada (BST) est ravi d’annoncer le lancement du sondage sur les incendies à bord de navires et l’intervention d’urgence dans le cadre de son enquête sur une question de sécurité (M24A0348). 

Lorsqu’un incendie se déclare à bord d’un navire canadien, il peut présenter un risque de conséquences désastreuses non seulement pour le navire lui-même, mais aussi pour les personnes à bord, les intervenants dans les ports en cas d’incendie, ainsi que les services d’incendie. Au cours de la dernière décennie, près de 400 incendies à bord de navires ont été signalés au BST, dont 10 % ont entraîné une perte totale du navire. Les dommages matériels et les pertes de vies humaines qui en découlent justifient une enquête approfondie et systématique sur les incendies à bord des navires.

En application de la Loi sur le BCEATST, et dans le cadre d’une enquête et d’une étude légales sur les incendies à bord de navires et les interventions (M24A0348), le BST sollicite votre participation à l’étude en vous demandant de répondre à un sondage sur l’équipement et l’état actuel de préparation et de capacité d’intervention en cas d’incendie à bord de votre navire, dans votre port ou dans votre service d’incendie.

Introducing Ship and Rail Compensation Canada / Lancement d’Indemnisation Navire et Rail Canada

Last week, Ship and Rail Compensation Canada – Canada’s new compensation hub for anyone affected by oil spills from ships or boats and major rail accidents involving crude oil, was launched.

Ship and Rail Compensation Canada will combine the Ship-source Oil Pollution Fund and the Fund for Railway Accidents Involving Designated Goods into one single federal office. Under this new identity, they continue to serve as an independent organization dedicated to providing fair and timely compensation.

La semaine dernière a eu lieu le lancement de ndemnisation Navire et Rail Canada, le nouveau centre d'indemnisation du Canada pour les personnes touchées par des déversements d'hydrocarbures provenant de navires ou de bateaux et par des accidents ferroviaires majeurs impliquant du pétrole brut.

Indemnisation Navire et Rail Canada va combiner la Caisse d’indemnisation des dommages dus à la pollution par les hydrocarbures causée par les navires et la Caisse d’indemnisation pour les accidents ferroviaires impliquant des marchandises désignées en une seule organisation fédérale. Sous cette nouvelle identité, ils continuent d'agir en tant qu'organisme indépendant chargé d'offrir une indemnisation juste et rapide.

PRESS RELEASE: A new Statistics Canada report explores coroner data to reveal factors behind the escalated fire risk for Indigenous people. 



A new study of Canadian coroner data suggests that unsafe homes, lack of working smoke alarms and delayed fire response are among the factors in why Indigenous people in Canada die in fires more often than non-Indigenous people.

The National Indigenous Fire Safety Council (NIFSC) has released a new Statistics Canada study delving into the circumstances surrounding fire deaths in Canada from 2011 to 2020, based on the Canadian Coroner and Medical Examiner Database (CCMED) and Canadian Vital Statistics death data, linked to the 2006 and 2016 long-form censuses and the 2011 National Household Survey (NHS).

Entitled Circumstances Surrounding Fire-related Deaths among the Indigenous People in Canada, 2011 to 2020, the report was commissioned by NIFSC, which is funded by Indigenous Services Canada.

The data suggests that Indigenous people most at risk of dying in a fire in Canada live in rural areas with underfunded fire services, in homes that need major repairs, and in provinces without ongoing and widespread smoke alarm education and installation programs.

Federal regions (provinces) without Indigenous organizations providing ongoing and widespread smoke alarm education and installation programs as Indigenous communities fall outside of provincial fire safety acts and provincial fire marshal’s jurisdictions.

“Study after study has shown us that Indigenous people in Canada die in residential fires at a much higher rate than non-Indigenous people, but this new data helps fill in the gaps as to why that is happening,” said Blaine Wiggins, Senior Director of the NIFSC. “With this compelling new evidence, we urge decision-makers across Canada to acknowledge the factors that increase this risk and to take immediate and appropriate steps to address them.”

Key Study Insights

Fires are the fourth most common cause of unintentional death and injury worldwide. In Canada, an average of 220 people died in fires each year from 2011 to 2020.

A total of 2,200 deaths were reported to the CCMED during that time frame, but the study sample was about one-third of that number, limited to the 700 deaths that could also be linked to census and NHS data in order to obtain more accurate details. While the study sample may not represent all fire-related deaths in Canada, the study’s key findings are based on data that was consistent between the sample and the total fire deaths: place of death, sex and age.

Who is at risk:

• Indigenous people made up 20 per cent of fire deaths from 2011 to 2020 but represent 4.9 per cent of the total population.
  
• Indigenous people who died in fires were on average 41 per cent younger than non-Indigenous people (mean age of 39 vs. 59). This may be explained in part by their younger age profile; 83 per cent are under age 55 compared to 69 per cent for non-Indigenous people.
  
• Alberta, Saskatchewan and Quebec had the highest proportion of Indigenous fire deaths based on their Indigenous populations, while Ontario and British Columbia had the least.
  

Circumstances related to fire deaths:

• For both Indigenous and non-Indigenous people, most fire deaths occurred in residential fires, most often in a single-detached home and in the winter. Fire deaths were more prevalent among men than women for both groups.
  
• Indigenous people who died in a fire were 4.5 times more likely to live in homes that need major repairs than non-Indigenous people (about 56 per cent vs. 13 per cent).
  Twice as many Indigenous people who died in a fire lived in rural areas compared to non-Indigenous people (two-thirds vs. one-third). Rural areas tend to be further from fire stations and paramedic services, and served by volunteer firefighters.
  
• Cooking, electrical and heating devices were the most common sources of fatal fires for both Indigenous and non-Indigenous people, followed by cigarettes and candles or other open flames. However, ignition sources were less often specified in Indigenous fires. This may point to a reduced level of fire service in rural areas, either related to data collection or response times that resulted in damage too extensive to identify the source.
• Nearly one in eight (12 per cent) Indigenous fire deaths were reported in homes without a working smoke alarm, similar to non-Indigenous people. Noting smoke alarms was either not specified, unknown or not applicable for 80% of fire-related deaths among Indigenous people.
  

The risk factors for Indigenous people are combined with other known vulnerabilities that increase the danger of fire-related injury and death, including lower education and income, overcrowded living conditions, and limited access to healthcare in rural areas.

Using What Was Learned

The new report provides direction for interventions to reduce the fire risk for Indigenous people: 

• Home maintenance: Home disrepair has been identified as a risk factor in fire deaths. Census data shows that 19.4 per cent of Indigenous people live in a dwelling requiring major repairs, compared to six per cent of non-Indigenous people.
• Smoke alarms: Research has shown working smoke alarms significantly reduce the risk of fire injuries and deaths. The provinces with the lowest proportion of Indigenous fire deaths based on population, Ontario and British Columbia, both have ongoing smoke alarm education and installation programs with a focus on vulnerable populations.
• General fire education: In addition to smoke alarms, a report by the Ontario chief coroner has identified that education on topics such as fire escape, fire safety and home maintenance is key to reducing fire fatalities in First Nations.
• Information-gathering: Data related to Indigenous-specific fire deaths was lacking in a number of areas and topics. Fire services continue to be encouraged to report data to the National Fire Information Database to support the development of evidence-based interventions.

“This new research provides a clear pathway for where our investments can have the most impact and save the most lives,” Wiggins notes. “While we continue to collect data, it’s important that action is taken on what has been learned and established through research. We’re happy to provide advice and resources to help guide this work. Every moment we do nothing, people are losing their lives.”

The Alberta Fire Chiefs Association (AFCA) is seeking the expertise of knowledgeable consultants to contribute to the Alberta Fire Information Research and Enhancement (AB FIRE) Project. This initiative, funded by a one-time grant from Municipal Affairs, aims to enhance their capabilities in fire data collection and utilization across Alberta.

We invite you to review the enclosed Request for Proposal (RFP) which provides detailed information regarding the project's scope, objectives, and submission requirements. The selected consultant will play a crucial role in researching and developing strategies to support evidenced-based decision-making and inform best practices throughout the Alberta fire service sector.

Proposals are to be submitted no later than noon MST on July 19, 2024, as detailed in the RFP. They are looking for innovative solutions that align with their strategic goals.

CISA, FBI, and HHS have released "AA20-302A Ransomware Activity Targeting the Healthcare and Public Health Sector" that details both the threat and practices that healthcare organizations should continuously engage in to help manage the risk posed by ransomware and other cyber threats. The advisory references the joint CISA MS-ISAC Ransomware Guide that includes ransomware prevention best practices and provides a response checklist that can serve as a ransomware-specific addendum to organization cyber incident response plans.

CISA, FBI, and HHS are sharing this information in order to provide a warning to healthcare providers to ensure that they take timely and reasonable precautions to protect their networks from these threats. The purpose is to engage Canadians on new and innovative ideas on how to further strengthen the federal government’s approach to substance use issues through the CDSS. The consultation will be open until December 4, 2018.

Please be aware that province and territory-wide public tests of Canada’s National Public Alerting System – Alert Ready – including the wireless public alerting feature, will be taking place on  November 28 at 1:55 PM local time (2:55 PM local time in Quebec). The distinct alert tone will be heard on compatible wireless devices (not set to silent or vibrate), along with all television and radio stations at the same time in the province. Please note, not all mobile devices will receive the test message. For general device compatibility, you can refer to the Alert Ready website  here.

This important test of the system could be disruptive for meetings, social gatherings and regular business activities for a short time as the sound will be heard on smartphones, radio and television services.

Public Safety Canada (PS) is pleased to announce the 2019-2020 SAR NIF Call for Proposals. This call for proposals is for projects that will begin as of April 1^st, 2019.

We ask that you forward the SAR NIF 2019-2020 Call for Proposals to individuals and organizations within the SAR community that may be interested in applying for SAR NIF funding. We encourage a wide distribution of the SAR NIF Call for Proposals in order to reach as many members of the SAR community as possible for the submission of new and innovative projects that will enhance and support SAR in Canada.

Les directeurs des services de sécurité incendie félicitent le gouvernement fédéral pour avoir institué le programme de subvention commémoratif

L’Association canadienne des chefs de pompiers s’est réjouie d’entendre l’honorable Amarjit Sohi évoquer à Edmonton en présence du président de l’ACCP, des membres et d’autres premiers répondants le programme de subvention commémoratif entré en vigueur le 1^er avril 2018.

« Le programme de subvention commémoratif aura une signification inestimable pour les familles des premiers répondants. Chaque jour, pompiers, policiers et ambulanciers mettent la sécurité des autres devant la leur. Il est absolument vital pour eux de savoir que leur famille sera prise en charge dans l'éventualité où le pire se produirait. Je remercie notre gouvernement d'avoir mis en place ce programme et d'avoir créé une telle reconnaissance du sacrifice », a déclaré le chef des pompiers Ken Block, directeur des Services de protection contre les incendies d’Edmonton et président de l’Association canadienne des chefs de pompiers.

Le programme de subvention commémoratif, dont l’annonce avait été faite lors du dépôt du budget 2017 et qui est entré en vigueur le 1^er avril 2018, couvrira trois types d'accidents : ceux qui sont consécutifs à une blessure mortelle ainsi que les décès liés à une maladie professionnelle causée principalement par l’emploi à titre de premier répondant et dont la liste sera établie et tenue à jour par Sécurité publique Canada et enfin les décès attribuables à un trouble psychologique causé par l’intervention sur le terrain de la personne décédée.

L'ACCP tient également à saluer l'attention portée à l'exécution de ce programme et se réjouit à l'idée d'aider le gouvernement fédéral à atteindre ses objectifs optimaux.

Public Safety Canada is pleased to Open Registration for the next Industrial Control Systems Security (ICS) Symposium which will be held in Vancouver, BC, on May 29^th and 30^th, 2018; and for the one-day ICS Technical Workshop which will be held on May 28^th and again on May 31^st, 2018. Please click on the link provided below to secure your registration to the event. The Symposium is limited to 200 participants and the technical workshop sessions are limited to 40 participants each. Please note that registration priority will be given to owners and operators of critical infrastructure using industrial control systems. If you are not a member of this community, you can still register, but approval will be based on space and will be confirmed to registrants later this spring.

Please note that the technical workshop offered on May 28^th is the same as the one offered on May 31^st. Feel free to choose the day that best suits your schedule.

• 4 avril, 2018 – Date de notification des présentations

This is the fourth year of the Firefighter Stairclimb Challenge.  Hosted by the Calgary Firefighters Benevolent Society and presented by Encana Corporation, 100% of event proceeds support Wellspring Calgary. Starting at 3400 feet above sea level and ascending 775 vertical feet – 1204 steps – this climb is the highest elevation firefighter stairclimb in the world. Firefighters have the opportunity to be timed wearing their full duty gear, including SCBA packs (without air).

Fully endorsed and supported by the Calgary Fire Department and the International Association of Firefighters Local 255, this event was inspired by Seattle’s Scott Firefighter Stairclimb, and Kathy Blas (sister of Calgary fallen firefighter, Gord Paul). In Alberta, there are 14 presumptive cancers that are recognized as occupational hazards of the firefighter’s job. This event is intended to bring awareness and support to the firefighters and all citizens living with cancer.

Every day 51 Albertans will hear the words “you have cancer.”

Wellspring Calgary exists to help those who hear these words live well with cancer. Wellspring Calgary has been delivering cancer supportive care since 2007 to anyone living with any type of cancer at any point on their journey. Resources and programs are available free of charge and without referral to those diagnosed, their families and primary caregivers. Our vision is no one has to face cancer alone.

We invite you to be part of the excitement in bringing this event to Calgary in 2018. Now entering our fourth year, here’s a snapshot of last year’s successes:

• 513 firefighters climbed the BOW stairs, individually or in teams from their home fire departments.
• Launched 'Challenge the Chief' civilian climb. Deputy Police Chief Ray Robitaille accepted Chief Dongworth's challenge and raised $11,544 to race Chief Dongworth up the stairs of the BOW.
• Launched 'The President's Cup’ union challenge. I.A.F.F. 237 (Lethbridge) Union President, Drew Ginther accepted I.A.F.F. 255 (Calgary) Union President, Mike Carter's challenge to fundraise and climb the stairs of the BOW. 
• 84% represented Canada from British Columbia to Ontario and the USA Pacific Northwest. The remaining 16% represented the Calgary Fire Department.
• $350,000 (net) was raised by firefighters and the community.
• The top fundraising team from Fort McMurray raised $19,356; the top individual from Lake Louise raised $7,493.
• The fastest time was 11:12 minutes.
