2025 CAFC Committees

Over 100 members of the Canadian Association of Fire Chiefs generously volunteer their time and expertise to provide subject matter expertise and policy leadership on issues of importance to the fire service and to Canada in general. Per the CAFC Bylaws, the Committees are struck by and report to the CAFC Board of Directors.  They consist of active members of the association who are in good standing and occasionally and by invitation, some retired members as consultants. CAFC committees provide essential advice to the Board and the National Advisory Council. They help to ensure that the CAFC positions are fair, transparent, rooted in the realities of the sector, evidence informed, and forward looking.  It is our pleasure to recognize them here.

Buildings — Codes Commission
Changes to the codes commission includes better engagement with the fire sector, the firefighter safety objective in the code, and levelling the playing field with industry. It’s now up to CAFC to monitor, organize and influence. This committee will monitor National Building Code developments and provide CAFC input and influence

Buildings — Affordable Housing
Millions of new homes will be built in Canada to address housing supply. Some of these come with innovations for which the fire and life safety implications may be unknown. It’s up to fire chiefs to identify and explain any potential issues. This committee will liaise with the building codes committee, but it will not focus on the codes per se. It may look at ideas like single loaded corridors and discussions about encampments etc. It will also prepare guidance and advice on encampments.

Buildings — Fire and Life Safety for All in the Built Environment
Considering changes in demographics and number of climate emergencies, this project develops a guideline for fire and life safety for all in the built environment “for all” by integrating perspectives from the literature: the views of individuals with different levels and types of abilities (cognitive, physical, sensory etc), alongside the views of fire departments. The outcome will be reports on the findings from each exploration and eventually a set of recommendations or a guideline to both Accessibility Standards Canada.

Cancer Prevention
There are known behaviours that can potentially reduce the risk of firefighter cancer, but these may have knowledge, attitudinal or implementation barriers that need to be addressed. This initiative is an educational intervention to help correct this. Building on work completed in 2024 by a team of researchers and the CAFC cancer committee, the committee will monitor and evaluate a Rapid Response Program, whereby Chiefs will have access to 25 practices and an opportunity to discuss barriers and strategies to implementing them in fire departments. The committee will also be prepared to respond to ongoing developments with the firefighter cancer registry and national firefighter cancer framework. It will also launch and administer the first Firefighter Cancer Awareness Award

Census and Data
The Great Canadian Fire Census has become a signature initiative of the CAFC. The 2025 edition creates opportunity for new questions and explanations as well as new methods of analyzing the data and provides evidence to our policy asks. The Census will be administered again in 2025 with new questions and repeated questions for tracking purposes. This committee will also look at other fire sector data related issues that may be outside of the scope of the census.

Climate — Use of Private Companies
As wildfire season 2025 approaches, we expect to see insurance companies encourage the use of private companies’ assistance in firefighting. A guideline will be developed on how this can be done effectively. Once the guideline is developed, it will be circulated and tested.

Climate — Fire Department Roles in Climate Emergencies (other than wildfires)
When the climate committee was initiated, the intentions was to focus on all climate emergencies. This initiative will describe what fire departments do in non-wildfire initiatives. The initiative evolves from the “Evolving role of Fire Departments” and its’ key deliverable will be a report for policy makers and the public on what fire departments do and need beyond the “flames” for climate emergencies.

Climate — Wildfire Training and Coordination
CAFC has agreed to develop a program like the US based FDX training program for fire departments and wildfire leadership, and to work with CIFFC to attain better access to training and coordination for wildfire support. This group will meet aggressively in early in 2025 for wildfire season 2025. It will then tackle issues where the timeline is more adaptable.

Community Risk Reduction
This initiative nationalizes our community risk reduction efforts by identifying key issues that need to be addressed either by government or by fire departments and amplifies existing NFPA public education messaging and guidelines. Evolving from public education and last year’s fire prevention committee, this committee looks at the issues that need to be addressed proactively. It amplifies and facilitates access to the EMAC and hosts a webinar on Fire Prevention and Community Resilience NFPA 1300. It reviews all annual resolutions to find out where we are at and what needs to be updated, removed, added or modified. It also explains the roles and responsibilities of fire departments in community risk reduction.

Dangerous Goods
CAFC’s Dangerous Goods Committee handles all issues related to dangerous goods, hazardous materials, industry, and transportation. The committee develops regulations, responds to consultations, and disseminates information. CAFC is part of the General Policy Advisory Council of Transport Canada. As part of this function, it advises Transport Canada alongside 35 other members on the Transport of Dangerous Goods. The committee also takes on contracted initiatives and monitors issues like Dissemination of the Emergency Response Guide Book; Canadian Emergency Response Flammable Liquids in Training program; Ask Rail App; Lithium-ion batteries and Explosives.

Equity Diversity and Inclusion
CAFC has the goal of disseminating and testing three guidelines to help reduce and eliminate bullying in fire departments. CAFC is the recipient of a three-year grant from Women and Gender Equality Canada to develop and test three guidelines to help reduce and eliminate bullying in fire departments.

Humanitarian Workforces and Authorities Having Jurisdiction
While many organizations wish to partake as part of Civilian response corps few, have MOUs in place with fire departments, which make execution of this popular phenomena difficult. This initiative will provide templates and guidelines for this. In 2024, Humane Canada asked for Guidance on how to coordinate with fire departments in an emergency. Humane Canada will be used as an initial template and then moving on to other interested parties. We envision a draft MOU between fire departments and non-governmental organizations and the policy commentary on civilian response workforces.

As a result of Census 2022-2023, CAFC identified a gap in leadership development programs because of funding shortfalls in fire departments and is developing free programs. Level I (lead self) of the program will be launched in 2025. Level II (lead others) and Level III (lead organizations) will be developed.

Mental Health - Suicide at the Station Guideline
At Fire Rescue Canada 2024, a panel discussed what happens at the fire department when the worst happens. Beyond prevention, this proposed guideline is an “organizational response” when there is a suicide at the station. The guideline will describe what an organization should do in those instances. Once developed the guideline will be in draft form and made available for comment.

Science, Technology, Interoperability, RPAS & Human Factors
Science and technology play an essential role in the fire sector. We know that there is aging equipment, unlevered opportunities to reduce exposure, and emerging issues that CAFC members need to be aware of from communications technologies to robotics to cancer prevention. This group will have as its primary focus the development of a user-friendly report on firefighting equipment as part of the effort to encourage federal matched equipment funding. This will include cancer protection gear and approaches. The group will also have a rotating chair model with interoperability (PSBN and NG911), Remotely Piloted Aircraft Systems (RPAS), and Human Factors
