Canadian Emergency Response to Flammable Liquids in Transport (CERFLIT) Program

The Canadian Emergency Response to Flammable Liquid Incidents in Transport resource is a series of online courses, resources, and support materials for face-to-face training. The curriculum and materials have been designed to help communities, and firefighters at every level, become better prepared to manage an incident involving flammable liquids being transported by road or rail. In being better prepared we keep first responders, the public, and communities safer in the event of a flammable liquid incident occurring on a roadway or railway in Canada.

Our aim is to assist Canadian firefighters attain the competencies outlined in Transport Canada’s Competency Guidelines for Responders to Incidents of Flammable Liquids in Transport, High-Hazard Flammable Trains up to the Operations level.

AskRail® Mobile App (Android/iOS)

The AskRail app, launched in 2014, is a collaborative effort among the emergency response community and all North American Class I railroads. The app provides nearly 2.3 million first responders — from 49 states, the District of Columbia and eight Canadian provinces — with immediate access to accurate, timely data about what type of hazardous materials a railcar is carrying so they can make an informed decision about how to respond to a rail emergency. Thousands more first responders are covered by their local Emergency Communication Center’s use of AskRail data. Railroads work with first responders to continually update the app with new features and enhancements.

Resource Manuals

Red Book: Select Best Practice Guidelines

A decade after the publication of the 1st edition of the Red Book, the needs and interests of Fire Sector members for guidance on various practices has not waned. Demand for the 2012 edition of the guide has remained so high over the years that the CAFC Best Practices Committee chose to review it to ensure that most up to date information is included.

The new version contains a selection of General Administration, Select Operations Policies, and Ceremonial Traditions relevant to the Fire Sector.

Blue Book: Remotely Piloted Aircraft Program Guide

This manual is a guide for developing an RPAS program in fire or search and rescue organizations, developed in collaboration with the Canadian Association of Fire Chiefs, the Civil Air Search and Rescue Association, Canadian Emergency Responders Robotics Association and Search and Rescue Volunteer Association of Canada.

The book is designed to be relevant to both fire departments and search and rescue organizations for search, rescue, all hazard, emergency operations and fire suppression. Whether your fire department or SAR organization is exploring the opportunity of RPAS operations or whether it is advanced in the domain, we hope you will find useful information in this manual to support your learning and operations.
