12.1 Funding for Training of Airport Incident Response

Preamble

12.1.1   Regional and local airports are integral to the Canadian economy.

 

12.1.2  Local governments provide fire protection and rescue services to airports

 

12.1.3  Aircraft and airport firefighting require training not normally associated with local fire departments.

 

Recommended

12.1.4  Transport Canada is requested to provide advise and financial assistance to help with the training necessary to prepare firefighters responding to both on- and off-land and water airport incidents.

12.5 Airport Capital Assistance Program (ACAP) funding – Firefighting Equipment

(Adopted at the 2020 Annual General Meeting)

 

Preamble

 

12.5.1 The current Airport Capital Assistance Program (ACAP) funding is only eligible for firefighting equipment to airports considered CAT 5 with a passenger passthrough count of a minimum of 180,000 passengers averaged over a three-year period.

 

12.5.2 Fire Services across Canada provide fire protection to approximately 515 airports (not including aerodromes) regardless of passenger passthrough thresholds; and Fire Services across Canada respond to aircraft incidents on and off airport lands and outside of aerodromes which may include aircraft categories of CAT 5 or greater.

 

12.5.3 The current ACAP funding is based on a priority system with priority 1 including equipment for aircraft rescue and firefighting.

 

Recommendation

 

12.5.4 That the CAFC lobby the Federal Government to amend the Airport Capital Assistance Program to include a tiered funding system for eligible funding for rescue and firefighting equipment to fire services that provide fire protection to airports and aerodromes rated CAT 1 through CAT 4 with funding levels tiered to airports Category and total passenger passthroughs annually.
