
The Canadian Emergency Response to Flammable Liquid Incidents in Transport (CERFLIT) Level 3 Criteria

technician or equivalent industry response programs. ***
The following is a list of guidelines suggested by the curriculum designers of the Canadian Emergency Response to Flammable Liquid Incidents in Transport (CERFLIT) training curriculum. The goal is for all participants to experience the course content in a safe and healthy learning environment. Participants for this level must be member of an agency that operates a hazmat technician or industry equivalent response program and have completed level 1 and 2 training.
Fire service training facility/facilities will need to demonstrate that they meet the criteria below in order to obtain the training materials for Level 3 of the CERFLIT training curriculum.
CRITERIA FOR FIRE SERVICE TRAINING FACILITY/FACILITIES
- The fire service training facility/facilities must meet the minimum standards outlined in National Fire Protection Association (NFPA) 1402 – Standard on Facilities for Fire Training and Associated Props (2019 edition) or an equivalent approved by the Authority Having Jurisdiction (AHJ).
- The fire service training facility/facilities must meet the minimum requirements for conducting live fire training as outlined in NFPA 1403 - Standard on Live Fire Training Evolutions. (2018 edition) or an equivalent approved by the AHJ.
- The facility must have a procedure for collection and disposal of any fuels and firefighting foam concentrate remaining after live fire evolutions.
- All participants must wear personal protective equipment (PPE) approved by the AHJ, appropriate to the evolution or practical exercise.
- The fire service training facility/facilities must certify that they have trained and competent instructors. This can be based on formal training, professional accreditation, incident experience, knowledge of firefighting equipment and techniques.
- Trained and competent instructors should include where possible any road or rail Dangerous Goods Officers (DGO), response contractors, emergency response assistance plan (ERAP) responders or any other agency that may respond to the AHJ area in an emergency. This may include road transportation companies that have a response contractor available for the area.
- Instructors for level 3 on the fire service side must be at a minimum NFPA 1041 level 1, NFPA 470 technician certified. For industry, instructors must have relevant experience and knowledge as recognized by industry partners.
CONSIDERATIONS FOR AHJ
- When looking to offer this training to their personnel, AHJ should only consider training facility/facilities or organizations that meet the criteria above.
- The CERFLIT training curriculum, in addition to teaching skills, is an opportunity for First Responders to acknowledge and work with local or regional emergency response contractors, ERAP responders as well as road and rail corporate responders. The AHJ is encouraged to contact their local response specialists and, when possible, conduct or participate in the CERFLIT training curriculum together.
- Level 3 of the CERFLIT training curriculum is a specialized training. It is important for the AHJ to understand and work within their department’s capabilities and resources.
